APS New Futures High school was developed for
pregnant & parenting teens and their children (a
national model by 1976).

Governor Carruthers established Governor’s
Task Force on Adolescent Pregnancy with an
emphasis upon primary prevention. Four
publications were developed to assess
accomplishments and make policy recommendations
between 1988 and 1994.

New Mexico GRADS System was piloted at 4 sites

Two grassroots organizations merged to establish
the NM Teen Pregnancy Coalition (NMTPC)

The NM Health and Environment Department, Public
Health Division produced a publication about
Adolescent pregnancies in NM entitled “The
Facts” which provided national, state, and
county statistics.

The NM Dept. of Health created the Office of
Adolescent Pregnancy Prevention to establish
prevention programs and GRADS childcare
centers.

SDE asked New Mexico GRADS to provide 4 annual,
state-wide pregnancy prevention trainings, with
strong parental involvement, and free resources
for middle and high school teachers.

Funding for comprehensive, on-site school based
centers, administered through the Health and
Environment, Public Health Division was
requested. There are currently 43 centers.

|
Governor King issued an Executive Order
establishing the Governor’s Advisory Committee
on Adolescent Pregnancy (GACAP) to provide
support to the DOH Coordinator of the office of
Adolescent Pregnancy Prevention.

NM GRADS & TPC established a working
relationship with the National Campaign to
Prevent Teenage Pregnancies established by
President Clinton.

1997
|
Teen Parent Services Office of Dept. of CYF
secured federal funds to augment funding for
GRADS child care centers.

|
|

1997
|
NM GRADS System commissioned to write Welfare
Reform state pregnancy prevention plan for NM
Department of Human Services.

Award wining state-wide Media Campaign with the
theme Mission Possible: Abstinence launched in
conjunction with community programs.

1998
|
Dept. of Health Abstinence Steering Committee
was established with an emphasis on improving
the health status of Adolescence for Title V
programs. Thirteen were funded in l999 and 2 in
2002-03. Various state agencies, non-profits,
NMTPC, and the NM GRADS System provided the
necessary match to secure federal funds.

Fathers Resource Center, NMTPC, Planned
Parenthood, and GRADS collaborated to develop
programs for Dads. Nineteen have been
established with a variety of models/curriculum.

2000
|
State Plan Committee and TPC challenged counties
to reduce teen pregnancy in NM by 20% by 2005.

2000
|
New Mexico became the 4th state to use TANF
funds for teenage parents and pregnancy
prevention programs.

2003
|
Governor Richardson established a Children's
Cabinet with cabinet level, advocate, and agency
representation under the direction of Lieutenant
Governor Denish. Their priorities include
expanding childcare services, to address all
aspects of health care, and literacy.

2005
|
Secretary Garcia included NM GRADS in the Public
Education Budget as reoccurring funding.
The impetus of GRADS has again shifted to
focusing primarily on pregnant and parenting
students.

2006
|
Teen Parent Services Office of Dept. of CYFD
secured federal funds to augment funding for
GRADS Dads.
|
|
|

2007
|
NM Public Education Department realigned Health
Standards, and NM GRADS matched prevention
competencies.
